Minister for Foreign Affairs informs me that Chinese Government agree not (repeat not) to raise Kowloon question in connexion with treaty. There will therefore be no exchange of notes on the subject but Minister for Foreign Affairs asks me to inform you that Chinese Government reserve the right to raise the question later.

2. Signature fixed for noon January 1st corresponding to 5.00 a.m. G.M.T.

3. Chinese Government agree to the publication twelve hours after signature.
